My understanding is the board who manage the track are elected county officials who have been loath to approve upgrades over concerns of losing re-election. This self serving piece designed to stir up voter support abstractly confirms that. If IMSA/NASCAR have an inside track sidestepping the elected board I suspect they'll also make sure local charities get taken care of so the board gets credit in front of voters while also losing their leverage to nix any deal that gets made.
